Sandra Pham leads finance, benefits, business analytics, and workforce development at The Permanente Federation, with a focus on strengthening financial stewardship and supporting workforce programs across the Permanente Medical Groups.

Prior to joining the Federation, Pham was president and CEO of West Coast University, where she led strategic growth, business operations, and academic support functions across campus and online programs. She also held senior finance leadership roles at Kaiser Foundation Health Plan/Hospitals, including chief finance officer for Finance Operations and vice president of Finance for the National Facilities Real Estate Portfolio.

Outside of work, Pham serves on the Board of Trustees for Children’s Hospital Los Angeles Foundation, the Executive Advisory Board for the Yale Healthcare Conference, and the Harvard Business Review Advisory Council. She also mentors startups through University of California, Berkeley SkyDeck — an incubator and accelerator program supporting early-stage companies.

Pham holds a master of public health from Yale University, a master of business administration from the University of North Carolina Kenan-Flagler Business School, and undergraduate degrees from the University of Minnesota. She is also a certified professional co-active coach and certified management accountant.
